INVITATION TO APPLY FOR ELIGIBILTY AND TO BID

for the COMPLETION OF DORMITORY BUILDING I, PHASE 2

The Philippine Science High School Caraga Region Campus, through the General Appropriations Act of 2015 intends to apply the following:

Name of Project: Completion of Dormitory Building I, Phase 2

Approved Budget of the Contract: Php16, 341,500.00

Contract Duration: 180 Calendar Days

Bids received in excess of the ABC shall be automatically rejected at bid opening.

Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Twenty Five Thousand Pesos Only (? 25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the fee for the Bidding Documents not later than the pre-bid conference if the bidder opts to attend the pre-bid conference. Pre-bid conference shall beopen only to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before November 23, 2015 at 1:00PM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the bidder’s representative who chooses to attend at the Caraga State University- College of Science Education AVR, Ampayon, Butuan City, Agusandel Norte. Late bids shall not be accepted.

Should the Bidder wish to submit bid on the date of the Opening of Bids on November 23, 2015, please be advised to go directly to Caraga State University- College of Science Education (CSE) AVR on or before 1:00 PM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

The Philippine Science High School Caraga Region Campus reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
